Too Good to be True

News reports today quote David Satterfield, senior advisor to the US secretary of state and the country's Iraq coordinator

The United States will withdraw its forces from Iraq and refuse to approve an extension of the UN Security Council mandate if the treaty is not signed.

Don't we wish that were true? The statement seems to be a threat rather than a promise, but at least if Iraq fails to sign the Security Agreement there may be some hope for a more rapid American withdrawal than the 2011 deadline in the document.
